The comptence and conduct requirements comes into force in October 2026, with one of the new requirements being mandated qualifications for housing professionals working in certain roles.

Who needs to complete a qualification?

It mandates that senior managers and executives have the relevant qualification to do their jobs to the best of their ability.

To be in scope, a person must have a substantive role in delivering housing management services, meaning this forms a significant part of their job (roughly 50 per cent or more).

Roles that are typically out of scope include, for example:

  • Corporate services (e.g. HR, finance, legal)
  • Strategic housing and enabling roles
  • Most care and support management roles
  • Volunteers.

Senior managers need to complete a level four qualification, whilst any executives need to complete a level five qualification. All Housing Academy qualifications meet the requirements.
